What should you do if you have not filed taxes in two years but plan to file in the current year? ?

If a person has not filed taxes in previous years but suspect that they wouldn't owe any taxes but would have received a refund... but still didn't file... yet they plan to file in the current year, are they required to file the previous years or will they be penalized etc.
